First, define your vision. Do you want a social gathering, monthly missions meeting, or do you have a plan for making disciples? Think about what you want to see happen in the lives of women because your church offers Women's Ministry. (Matthew 28:19, Titus 2:3).
Second, talk to God. Ask the Lord to show you is this what He wants you to pursue? Is this God's timing for this season in your life? Is this God's timing for your church family? (James 1:5) And, talk to others. Ask one or two trusted friends to begin praying with you. (Proverbs 11:14).
Third, ask what is God already doing in the lives of women in your community and across the country. What are the trends, challenges, and needs of women in general? How can you help the women in your church grow? What are some of the particular dynamics of your community and church culture?
Fourth, request a meeting with your pastor. Communicate why you think your church needs a ministry specifically for women and the vision of the proposed group. How will a WM in your church help carry out the overall vision and mission of your church and pastor. Submit your dreams and your vision to the Lord. Trust Him to work in the heart and minds of those in authority to launch a new ministry with His time and His people in place to fulfill the need.
Fifth, find a team. After your church leadership has given complete support, begin to form a team of like-minded women who have a passion for God's Word and the women in your church and community. Some of your best friends in the world will be those who push up their sleeves and do ministry with you. Finally, determine that WM will be a team player with the other ministries in your church. Find out what you can do to help them fulfill their goals. Look for ways to train and encourage the women in other departments.
